The LRSO is a uniquely destabilizing weapon, in that it can be tipped with nuclear or non-nuclear warheads, meaning in the event of their use an adversary would have no way of knowing whether they were being attacked with nuclear or non-nuclear weapons, and in that it can adjust its yield, a feature meant to make it “more usable.” This amendment looks to stop funding that weapon until the administration submits a Nuclear Posture Review to Congress including a detailed assessment of the weapon.
